August 14, 2019: Town Board Meeting Minutes

Deputy Supervisor Melissa During started the meeting with a Thank you to all for attending and welcomed everyone.

RESOLUTION #72-2019: Councilmember Doug Holdridge made a motion to accept the July 10, 2019 minutes

Councilmember Russ Blanchard seconded the motion.

Carried unanimously.

RESOLUTION #73-2019: Councilmember Doug Holdridge made a motion to accept the Clerk’s Report

Highway Superintendent’s Report:   Read by Tony.  Completed 3rd round of roadside mowing.  Patched a few potholes around town, cleaned out a few ditches, fixed some shoulder washouts that occurred earlier in the spring, replaced a couple of signs.  Also put shoulders on roads and worked on roadside trees.  Was also wanting to discuss employee pay.  He turned in copies to the board of other salaries to compare.

Code Officer’s Report:  Turned into clerk to file and read by Councilmembers

Dog Officer’s Report:   Turned in by Gordon and read by Clerk

Supervisor’s Financials Report: Read by Deputy Supervisor Melissa During  

General Fund: Balance for July 1, 2019 was $96,405.36, Savings: $386,157.95, Disbursements: $19,220.68, Receivables: $46,307.65 Reserve: $64,363.66, Building Capital Reserve: $40,923.72 Ending Balance: $56,916.36.

Highway:   Balance for July 1, 2019 was $196,666.56, Reserve: $6,638.23, Savings: $341,266.32, Disbursements: $127,687.85, Ending Balance: $68,982.02

Street Lighting: Balance for July 1, 2019 was $5,908.97, Disbursements: $179.86, Ending Balance: 5,729.21

Court Funds:  Balance for July 1, 2019 was $6,960.00, Receivables: $6,722.00 Disbursements: $63.51, Ending Balance: $13,618.49

RESOLUTION #74-2019: Councilmember Russell Blanchard made a motion to accept the Supervisor’s report.

Councilmember Doug Fusillo seconded the motion.

Carried unanimously

Announcements & Correspondence:    Judge Haight will have Court on Aug 22, 2019 at 5pm and DA night on September 5 at 4pm.

 

New Business:  Deputy Supervisor Melissa During turned the meeting over to Attorney Jim Stokes to discuss a Public Hearing Moratorium for Energy proposals from Optimum Energy.  He stated after discussing with Supervisor Nirelli about adopting a Moratorium for Energy Proposals and construction of such projects.  Currently, he stated that wind energy facilities are only permitted in IC district, which is a small area of the town, around the landfill and the Quarry.  AR1 and AR2 they are not currently permitted but if the town, through this committee and through the board is going to be studying the types of projects as a whole and the potential impacts then Attorney Stokes recommend to Supervisor Nirelli that the Board at least consider a Moratorium on such applications. He asked that the Board schedule a Public Hearing to hear comments for and against.

RESOLUTION #75-2019: Councilmember Doug Holdridge made a motion to schedule a Public Hearing moratorium for Energy Proposals for September 11, 2019 at 7:15.

Councilmember Doug Fusillo seconded the motion.

Carried unanimously.

RESOLUTION #76-2019: Councilmember Doug Holdridge made a motion to appoint Tanya Pifer to the position of the Town of Lincoln Assessor for the Term of 10.01.2019 to 9.30.2025.

Councilmember Russell Blanchard seconded the motion.

Carried unanimously.

RESOLUTION #77-2019: Councilmember Doug Holdridge made a motion to have the Madison County Treasurer collet real property taxes on behalf of the Town of Lincoln, jointly and concurrently with the tax collection officer of the Town, all as authorized by Real property Tax Law Section 578 (2) (a and b) for the term of January 1, 2020 through December 31, 2020.

Councilmember Russell Blanchard seconded the motion.

Carried unanimously.

Old Business:   The public vote for the water district passed 88 to 79.  Yvonne will be attending a meeting next week to see when the district will start and will have more information at the next meeting.

Public Comments:  Residents asked about expanding the water district to Clockville Road and Creek Road. Attorney Stokes replied that it starts with an engineering report that needs to be paid.  To remind everyone, this was a County water district project that was just approved, not a town, so any additional projects would have to go through the County Planning Department.  Deanna Domenicone asked about her property and why they are not able to get water but they are paying for it.  Councilmember Doug Holdridge told them to go to the County to discuss why they are paying for water they cannot get.

A resident asked about garbage trucks that are having garbage blowing off their trucks onto their property.  Councilmember Russell Blanchard told them to talk directly to the executive director, Amy Miller at the landfill and she will get that taken care of.

A resident asked for the town to look into making a local law for Disability for his school taxes.  Deputy Supervisor Melissa During will get some information from the assessor and get it to Attorney Jim Stokes said he can look into further.

RESOLUTION #78-2019: Councilmember Doug Holdridge made a motion for payment of Claims

Councilmember Doug Fusillo seconded the motion.

Carried unanimously

Deputy Supervisor Melissa During stated the next meeting will be September 11, 2019.

RESOLUTION #79-2019: Councilmember Russell Blanchard made a motion to adjourn the meeting.

Councilmember Doug Holdridge seconded the motion.

Carried unanimously.

Meeting was adjourned at 7:37pm.
